Whisper-UI-TPU project introduction

Whisper is an open source speech recognition (ASR) model developed by
OpenAI that enables real-time, multilingual speech recognition.

The Whisper-UI-TPU implements TPU algorithm porting to Whisper, and
also provides an easy-to-use WebUI.
